I think we can be a bit more open minded now. In the 50s 60s and 70s it was important to rank and file Americans that the US was in control of everything as the alternative was that the 'Communists' were doing something anti-American somewhere in the world. It was just not possible for America to admit that they didn't know about something because that would be taken as a sign of weakness.
These days there is less paranoia around so maybe it is time to take another more objective look.
Maybe there is life on other planets maybe there isn't but if there isn't. Maybe it is possible to 'warp' the laws of physics as we know them so that the imense distances can be traversed, maybe they can't
I think the important thing is to remain objective and with that in mind I'm not sure another 'definative' study is the way to go. Imagine a Jumbo jet flying across the battlefield at Waterloo, would the scientists of the day been capable of understanding what it was and how it worked? I doubt it. The religion of the day would just have branded it as witchcraft and forbidden all knowledge and study. The Politicians would just see the advanced technology as a threat and bury the knowledge from public view. So what would happen if proof was found today?
As I said maybe there are and maybe there aren't ,the important thing is to say "I don't know, let's keep an open mind and wait and see".
