How do you start a blog?

Help how do you actually sart a blog i'm i being stupid or what

On the blue strip next to Arcade press blog
Near the bottom just above the calendar there a 'post my blog' icon press that and type away

Sorry that is my fault.. I moved the to the bottom of the page. Will have a think and try and work out a better layout!
