You could have the situation in a school where the authorities are not allowed to carry a gun.
And so if a pupil decides to bring his mom or dad's handgun which is kept in the third drawer down in their bedroom, in case someone decides to burglarise the house, they are pretty much powerless, and has been the case in a number of school shootings they are having to wait for the police to arrive.
That could take some time, especially in some rural areas, and the police will not necessarily know the layout of the school.
If you give the teachers the option of taking a firearm in, it introduces an element of doubt into anyone's mind.

Why is there a disproportionally low level of road rage in Houston? People rarely honk theirhorn at each other for example.
Cos they might be carrying a gun.
I'm not saying it's right, but it's how it is.
After Dunblane handguns were banned from the UK, in the misguided belief that miscreants would not have access to them.
The result is that our genuine target shooting competitors have to train abroad.
And has it curtailed gun crime?
So, my point is this is not a perfect world, and people have to deal with an imperfect situation.
And for the record, I would allow teachers to have the option to carry a weapon.
